Commerce said Hebei Donghua Jiheng Fine Chemical did not cooperate in the review, and as a result found the company to be state-controlled and part of the China-wide entity. These preliminary results are not in effect. Commerce may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies:
The Commerce Department issued the preliminary results of its antidumping duty administrative review on circular welded pipe from South Korea (A-580-809). The agency preliminarily found a zero AD rate for Husteel. If continued in the final results, entries from Husteel during the period of review will be liquidated without regard to AD duties, and its merchandise will not be subject to an AD cash deposit requirement until further notice. Commerce is also ending the review for six countries for which review requests were withdrawn.1 Subject merchandise from those companies will continue to be subject to AD rates set in previous reviews. The agency set preliminary AD rates for two mandatory respondents, Shaoxing Xiangyu Green Packing and Tianjin Wanhua, as well as three other companies that demonstrated independence from state control.
