The Commerce Department issued the preliminary results of its antidumping duty administrative review on polyester staple fiber from China (A-570-905). The agency preliminarily calculated a zero percent AD rate for Takayasu Industrial (Jiangyin) Co., Ltd. If the agency's finding is continued in the final results, importers of polyester staple fiber from Takayasu entered between June 2012 and May 2013 will not be assessed AD duties, and future entries from Takayasu will not be subject to an AD cash deposit requirement until further notice.
The Commerce Department made a preliminary affirmative antidumping determination that calcium hypochlorite from China (A-570-008) is being sold in the U.S. at less than fair value. As a result, Commerce will impose AD duty cash deposit requirements on shipments of subject merchandise entered on or after July 25.
The Commerce Department issued antidumping duty orders on welded stainless pressure pipe from Malaysia (A-557-815), Thailand (A-549-830) and Vietnam (A-552-816). The order details a "gap period" of June 11-24 of no AD duty liability due to the expiration of the "provisional measures" period.
The U.S. should revoke its country of origin labeling (COOL) rules if the World Trade Organization deems them non-compliant, dozens of House lawmakers say in a letter being circulated in the chamber. The letter, intended to be submitted to Agriculture Secretary Tom Vilsack and U.S. Trade Representative Michael Froman on July 25, has garnered more than 70 signatures, confirmed a spokesman for Rep. Rick Crawford, R-Ark. House Agriculture Committee members Crawford and Rep. Jim Costa, D-Calif., are at the forefront of the effort, said the spokesman.

Antidumping and countervailing duty investigations on passenger vehicle and light truck tires from China will continue, after the International Trade Commission on July 22 unanimously voted that there is a "reasonable indication" that U.S. industry is being injured by dumped and illegally subsidized imports. The next step is the Commerce Department’s preliminary determination, at which point AD and CV duty cash deposits may be required on imports of car and truck tires from China. Commerce’s preliminary findings are due Sept. 7 in the CV duty investigation, and Dec. 1 in the AD duty investigation.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on large diameter carbon and alloy seamless standard, line and pressure pipe (over 4 1/2 inches) (A-588-850). The agency calculated a preliminary AD rate for one company, Sumitomo Metal Industries. In this review, Commerce will set assessments of AD duties on subject merchandise entered between June 2012 and May 2013.
The Commerce Department issued the preliminary results of its antidumping duty administrative review, as well as a new shipper review, on tapered roller bearings and parts thereof, finished and unfinished, from China (A-570-601). In the administrative review, which will set assessment rates on importers for entries between June 2012 and May 2013, Commerce preliminarily set new rates for Changshan Peer Bearing and Zhejiang Zhaofeng Mechanical and Electronic. In the new shipper review, Commerce preliminarily assigned Shanghai Tainai Bearing a zero percent cash deposit rate.
The Commerce Department issued the final results of the antidumping duty administrative review on light-walled rectangular pipe and tube from Turkey (A-489-815). The only company under review, Yucel (Yücel Boru ve Profil Endustrisi A.S. and Yücelboru Ihracat Ithalat ve Pazarlama A.S.), was found not to have dumped subject merchandise during the period of review, and so was assigned a zero percent AD duty rate. Subject merchandise from Yucel entered between May 1, 2012 and April 30, 2013 will be liquidated without any assessment of AD duties, and future entries of rectangular pipe exported by Yucel will not be subject to AD duty cash deposit requirements until further notice. The new AD duty cash deposit rate takes effect July 23.
