Japan Large Diameter Seamless Pipe: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on large diameter carbon and alloy seamless standard, line and pressure pipe (over 4 1/2 inches) (A-588-850). The agency calculated a preliminary AD rate for one company, Sumitomo Metal Industries. In this review, Commerce will set assessments of AD duties on subject merchandise entered between June 2012 and May 2013.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect

These preliminary results are only preliminary, and are not in effect. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Japanese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the all others rate of 68.88%. The final results of this administrative review are currently due in November.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce said three exporters -- JFE Steel Corporation, Nippon Steel Corporation, and NKK Tubes -- each certified they made no shipments to the U.S. of subject merchandise during the period of review. As such, Commerce preliminarily decided not to calculate new AD duty rates for the companies. If this no shipments determination is finalized, subject merchandise from these companies will continue to enter at rates set in previous reviews.

Assessment Rates

As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between June 1, 2012 and May 31, 2013. If these preliminary results are unchanged in the final results, Commerce will use the 107.8% rate it calculated in this review as the assessment rate for subject merchandise from Sumitomo.
