The Commerce Department issued the final results of the antidumping duty administrative review on cased pencils from China (A-570-827) (here). Commerce assigned the only exporter under review, Shandong Rongxin Import & Export Co., Ltd., to the China-wide entity, with an AD duty rate of 114.9%. The new cash deposit rate for the company takes effect May 9.

Polyethylene film produced by JBF in Bahrain from inputs sourced from the company’s United Arab Emirates branch is not circumventing antidumping duties on PET film from the UAE, said the Commerce Department in the preliminary results of an anti-circumvention inquiry (here). Although the PET film produced by JBF Bahrain uses UAE inputs, those inputs do not make up a “significant portion” of the value of the PET form at the time of expiration from Bahrain, and the manufacturing operations in Bahrain are not “minor or significant,” said Commerce. The agency initiated the anti-circumvention inquiry in July 2014, based on a request from a group of domestic PET film manufacturers (see 14072818). The final results of the review are due by July 31, 2015.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on polyethylene retail carrier bags from Thailand (A-549-821) (here). The agency preliminarily assigned an AD rate of 122.88% to Beyond Packaging Co., Ltd. If Commerce makes no changes in its final results, it will assess AD duties on importers of uranium from Beyond Packaging at 122.88% for subject merchandise entered Aug. 1, 2013 through July 31, 2014. Subject merchandise from any other exporters entered during that period will be liquidated "as entered" at the cash deposit rate in effect at time of entry.

Correction: The Commerce Department on May 5 issued the preliminary results of its 2013-14 antidumping duty administrative review on activated carbon from China (see 1505040014).
The Commerce Department issued the preliminary results of its antidumping duty administrative review on steel threaded rod from China (A-570-932) (here). The agency preliminarily found all nine companies under review did not prove independence from state control, and tentatively assigned them to the China-wide entity with an AD rate of 206%.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on stainless steel sinks from China (A-570-983) (here). Rates set in the final results of this review will be used to determine assessments of AD duties on importers for entries from October 2012 through March 2014.
The Commerce Department is amending the final results of its antidumping duty administrative review on large power transformers from South Korea (A-580-867) (here), after finding it made calculation and typographical errors in the final results it issued March 31. The original final results listed the wrong "all others" rate applicable to exporters that have never been assigned an AD duty rate, which should be 22% (instead of 29.93%). Commerce is also amending cash deposit rates for several exporters, as follows:
