Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These preliminary results do not affect current cash deposit requirements. For now, the most recent final AD rate calculated for each Chinese exporter is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate. The final results of this administrative review are currently due in September.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:
| Exporter | AD Rate |
|---|---|
| Guangdong Dongyuan Kitchenware Industrial Co., Ltd. | 5.55% |
| Guangdong Yingao Kitchen Utensils Co., Ltd. | 0.81% |
| Foshan Zhaoshun Trade Co., Ltd. | 2.14% |
| Guangdong New Shichu Import And Export Company Limited | 2.14% |
| Yuyao Afa Kitchenware Co., Ltd. | 2.14% |
| Zhongshan Newecan Enterprise Development Corporation Limited | 2.14% |
| Zhongshan Superte Kitchenware Co., Ltd. | 2.14% |
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Oct. 4, 2012 and March 31, 2014. If the agency makes no changes in the final results, it will calculate importer-specific assessment rates for Dongyuan and Yingao, and assess AD duties at the rates listed above for the other five exporters under review. Entries from exporters not under review are being liquidated as entered, with AD duties assessed at the cash deposit rate in effect at time of entry.
(The period of review is 10/04/12 -- 03/31/14. See notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
