UAE Pet Film: Commerce Preliminarily Finds JBF Bahrain Products Not Circumventing AD Duties
Polyethylene film produced by JBF in Bahrain from inputs sourced from the company’s United Arab Emirates branch is not circumventing antidumping duties on PET film from the UAE, said the Commerce Department in the preliminary results of an anti-circumvention inquiry (here). Although the PET film produced by JBF Bahrain uses UAE inputs, those inputs do not make up a “significant portion” of the value of the PET form at the time of expiration from Bahrain, and the manufacturing operations in Bahrain are not “minor or significant,” said Commerce. The agency initiated the anti-circumvention inquiry in July 2014, based on a request from a group of domestic PET film manufacturers (see 14072818). The final results of the review are due by July 31, 2015.
