The Commerce Department published notices in the June 25 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
The Commerce Department is postponing until Sept. 22 the due date for its preliminary determination in the countervailing duty investigation on 53-foot domestic dry containers from China (C-570-015). Stoughton Trailers, the company that originally requested the investigation, had asked for the extension, and Commerce says it has no reason to deny the request. Once Commerce makes its preliminary determination, it can suspend liquidation and require cash deposits of estimated CV duties. The preliminary determination was originally due July 17.
The Commerce Department issued the preliminary results of its countervailing duty administrative review on citric acid and certain citrate salts from China (C-570-938). The agency preliminarily calculated a new CV duty rate for the RZBC group of companies.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on welded carbon steel standard pipe and tube products from Turkey (A-489-501). The agency preliminarily found dumping by Borusan, but calculated a zero percent AD duty rate for Toscelik. If the agency's finding is continued in the final results, standard pipe and tube from Toscelik entered between May 2012 and April 2013 will not be assessed AD duties, and future entries from Toscelik will not be subject to an AD duty cash deposit requirements until further notice.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on stainless steel plate in coils from Belgium (A-423-808). The agency calculated a preliminary AD rate for one company, Aperam Stainless Belgium.
The Commerce Department issued the preliminary results of its countervailing duty administrative review on narrow woven ribbons with woven selvedge from China (C-570-953). The agency preliminarily calculated a new CV duty rate for Yangzhou Bestpak.

Data from a “preliminary” study by the Massachusetts Institute of Technology (MIT) and the University of California, San Diego (UCSD) shows interconnection is only one of “numerous reasons a broadband user could have a frustrating experience with their broadband,” said Doug Brake, Information Technology and Innovation Foundation telecom policy analyst, in a blog post (http://bit.ly/1ijT3X7). The MIT/UCSD study, released last week, showed congestion on the Internet doesn’t appear to be widespread and is mostly confined to issues like Netflix’s streaming latency (WID June 19 p10). Blaming network congestion on ISPs, as Netflix has, “is not at all supported by recent data collected by the FCC that shows ISPs deliver, on average, 101 percent of advertised speeds,” Brake said.
The Commerce Department issued the preliminary results of its countervailing duty administrative review on aluminum extrusions from China (C-570-968). The agency preliminarily calculated individual CV duty rates for the Alnan Companies and Jiangsu Changfa Refrigeration. It also calculated preliminarily CV rates for nearly 59 companies that are under review but aren't being individually examined, and assigned penalty rates to four companies for failure to respond to the agency's initial quantity and value questionnaire.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on aluminum extrusions from China (A-570-967). The agency calculated a preliminary AD rate of zero percent for Kromet, and assigned 18 non-individually investigated companies an average rate. Commerce also preliminarily put 26 companies in the China-wide entity because they allegedly didn't prove independence from Chinese government control.
