Turkey Standard Pipe and Tube: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on welded carbon steel standard pipe and tube products from Turkey (A-489-501). The agency preliminarily found dumping by Borusan, but calculated a zero percent AD duty rate for Toscelik. If the agency's finding is continued in the final results, standard pipe and tube from Toscelik entered between May 2012 and April 2013 will not be assessed AD duties, and future entries from Toscelik will not be subject to an AD duty cash deposit requirements until further notice.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These AD duty rates are only preliminary, and do not change current AD duty rates. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Turkish company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the all others rate of 14.74%. The final results of this administrative review are currently due in October.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register.

No shipments. Commerce preliminarily found that several companies under review did not have any shipments of subject merchandise to the U.S. during the period of review. If Commerce continues this finding in the final results, entries from the following companies will continue to enter at rates set in the most recent previous administrative review: ERBOSAN Erciyas Boru Sanayi ve Ticaret A.S.; Umran Celik Boru Sanayii A.S. and Umran Steel Pipe Inc.; Guven Celik Boru San. ve Tic. Ltd. and Guven Steel Pipe; and Cayirova Boru Sanayi ve Ticaret A.S., Yucel Boru ve Profil Endustrisi A.S, Yucelboru Ihracat Ithalat ve Pazarlama A.S.
Assessment Rates
If Commerce continues to calculate zero percent AD duty rates for Toscelik in the final results of its administrative review, the agency will not assess AD duties on importers for entries of subject merchandise from Toscelik entered between May 1, 2012 and April 30, 2013. For Borusan, if Commerce continues to find dumping it will calculate importer-specific assessment rates. If Commerce continues its no shipments findings, any entries from those during the period of review will be liquidated at the all others rate.
