The Commerce Department issued the preliminary results of its antidumping duty administrative review on honey from China (A-570-863) (here). The agency preliminarily found Kunshan Xinlong Food Co., Ltd. did not prove independence from state control, and tentatively assigned it to the China-wide entity with an AD rate of $2.63 / kg. If Commerce adopts this finding in its final results, it will set Kunshan Xinglong's cash deposit rate at $2.63 / kg (effective on the publication date of the final results), and also liquidate any subject merchandise from Kunshan Xinlong entered December 2012 through November 2013 at that rate.

The Commerce Department issued the preliminary results of its antidumping duty new shipper review on the Meihua Group for its exports of xanthan gum from China (A-570-970) (here). The agency calculated an AD duty rate of zero percent for xanthan gum both produced and exported by the group's three affiliated companies, Meihua Group International Trading (Hong Kong) Limited, Langfang Meihua BioTechnology Co., Ltd., and Xinjiang Meihua Amino Acid Co., Ltd.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on cased pencils from China (A-570-827) (here). The agency preliminarily found Shandong Rongxin Import & Export Co., Ltd. did not prove independence from state control, and tentatively assigned it to the China-wide entity with an AD rate of 114.9%. Commerce also ended the review for Shandong Rongxin Import & Export Co., Ltd., so its AD duty rate won't change as a result of this review.
The Commerce Department on Dec. 31 began an inquiry into whether innerspring units exported from Malaysia by Goldon Bedding Manufacturing are circumventing antidumping duties on uncovered innerspring units from China (A-570-928) (here). Leggett & Platt, a U.S. manufacturer of innerspring units, says Goldon is only assembling complete innerspring units in Malaysia from parts it imports from China, and the assembly process is minor and does not change the Chinese origin of the merchandise for AD duty purposes. Commerce has already found another Malaysian exporter’s products were subject to duties on uncovered innerspring units from China because they were made from Chinese-origin components (see 14011718). Commerce may suspend liquidation of Goldon’s innerspring units if it makes a preliminary determination that they are circumventing AD duties. The agency’s final determination is due in October.
The Commerce Department issued the final results of its countervailing duty administrative review on citric acid and certain citrate salts from China (C-570-938) (here). The agency calculated a new rate for the RZBC companies, which were the only Chinese exporters under review. These final results will be used to set final assessments of CV duties on importers for entries between Jan. 1, 2012 and Dec. 31, 2012.
The Commerce Department is amending its preliminary determination in the antidumping duty investigation on 53-foot domestic dry containers from China (A-570-014) (here). The new AD cash deposit rates took effect Dec. 31.

The Commerce Department changed countervailing duty cash deposit requirements for imports of passenger vehicle and light truck tires from China (C-570-017) due to errors the agency made in the preliminary determination, it said (here). Commerce also amended the scope of the investigation in response to comments on the preliminary determination (see 1411280011). The changes are effective Dec. 30.
