The International Trade Commission published notices in the Feb. 12 Federal Register on the following AD/CV injury, Section 337 patent, and other trade proceedings (any notices that warrant a more detailed summary will be in another ITT article):
The Commerce Department issued the final results of its countervailing duty administrative review on polyethylene film, sheet and strip from India (C-533-825) (here). These final results will be used to set final assessments of CV duties on importers for subject merchandise entered in calendar year 2013 from the seven companies under review. For entries on or after Feb. 16, Commerce is also setting new CV duty cash deposit rates as follows:
The Commerce Department issued the final results of the antidumping duty administrative review on polyethylene terephthalate film, sheet and strip from India (A-533-824) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 1, 2013 through June 30, 2014.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on potassium permanganate from China (A-570-001) (here). The agency assigned the only company under review, Pacific Accelerator Limited, an AD rate of $2.20/kilogram. Any changes to cash deposit rates for Pacific Accelerator Limited would take effect on the publication date of the final results of this review, currently due in June. In its final results, Commerce will set assessments of AD duties for subject merchandise exported by Pacific Accelerator Limited with a time of entry between Jan. 1, 2014 and Dec. 31, 2014.
The Commerce Department issued Federal Register notices on its recently initiated antidumping and countervailing duty investigations on biaxial integral geogrid products from China (A-570-036/C-570-037). The agency will determine whether imports of Chinese geogrid products are being sold in the U.S. at less than fair value or illegally subsidized. The period under investigation in the CV duty case is Jan. 1, 2015, through Dec. 31, 2015. In the AD duty investigation, it's July 1, 2015 through Dec. 31, 2015.
The Commerce Department intends to recognize Ningbo Afa Kitchen and Bath Co., Ltd. as the successor company to Yuyao Afa Kitchenware Co., Ltd. for the purposes of antidumping duties on drawn stainless steel sinks from China (A-570-983), it said in the preliminary results of a changed circumstances review. Commerce preliminary found that Yuyao Afa underwent a name change to become Ningbo Afa, but its operations were otherwise unchanged. Should Commerce reach the same determination in the final results of this review, Ningbo Afa will assume the 4.29% AD duty cash deposit rate currently in effect for Yuyao Afa.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on light-walled rectangular pipe and tube from Turkey (A-489-815) (here). The agency preliminarily calculated a zero percent AD rate for Agir Haddecilik A.S. If the agency's finding is continued in the final results, importers of subject merchandise from Agir Haddecilik entered between May 2014 and April 2015 will not be assessed AD duties, and future entries from Agir Haddecilik will not be subject to an AD cash deposit requirement until further notice. Any changes to rates for Agir Haddecilik would take effect on the date of publication in the Federal Register of the final results of this review, which are due in June.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on citric acid and certain citrate salts from Canada (A-122-853) (here). The agency preliminarily calculated a zero percent Jungbunzlauer Canada Inc (JBL Canada). If the agency's finding is continued in the final results, importers of subject merchandise from JBL Canada entered between May 2014 and April 2015 will not be assessed AD duties, and future entries from JBL Canada will not be subject to an AD cash deposit requirement until further notice. Any changes to rates for JBL Canada would take effect on the date of publication in the Federal Register of the final results of this review, which are due in June.
The Commerce Department is beginning antidumping and countervailing duty investigations on imports of biaxial integral geogrid products from China, it said in a fact sheet released Feb. 9 (here). A U.S. manufacturer requested the investigations on Jan. 12 (see 1601140034). The International Trade Commission is scheduled to make its preliminary injury determination by Feb. 29. These AD/CV duty investigations will only continue if the ITC finds injury. ITT will provide more details upon publication of the initiation notice in the Federal Register.
CBP is extending the comment period to March 14 on an existing information collection for unlading permit applications. CBP proposes (here) to extend the expiration date of this information collection without a change to the burden hours or information collected.
