The Commerce Department has issued the preliminary results of its antidumping duty administrative review on carbon and alloy steel cut-to-length plate from Italy (A-475-834). In the final results of this review, Commerce will set assessment rates for subject merchandise for the 11 companies under review entered May 1, 2021, through April 30, 2022.
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of gas powered pressure washers from China (C-570-149), after finding illegal subsidization of Chinese producers in the preliminary determination of its CV duty investigation. Suspension of liquidation and cash deposit requirements generally take effect June 5, but Commerce is making the suspension of liquidation and CV duty cash deposits retroactive to approximately March 7 for some Chinese companies.

The Commerce Department decided to use adverse facts available related to antidumping duty respondent Assan Aluminyum Sanayi ve Ticaret's billing adjustments following a Court of International Trade order questioning whether Assan acted to the best of its ability in its remand results submitted to the trade court May 31. The agency also revised the duty drawback adjustment methodology it applied to Assan by dividing the amount of duties exempted by a Turkish duty exemption program during the AD investigation period over the total quantity of exports made under the program to calculate a per-unit drawback adjustment. The result, if sustained, would be a de minimis rate for Assan (Assan Aluminyum Sanayi ve Ticaret v. United States, CIT # 21-00246).
The Commerce Department didn't adequately explain its decision to include four types of income categories when calculating the financial ratios for surrogate company Ayes Celikhasir in the antidumping duty investigation on metal lockers from China, the Court of International Trade ruled in a May 30 opinion. Petitioner and plaintiff List Industries said that if these income categories were excluded from the ratio calculation, Ayes would have been revealed not to be a profitable company, barring it from being used as a surrogate.
T-Mobile would upend the 1996 Telecom Act principle of cooperative federalism if courts stopped California from moving to a connections-based USF contribution mechanism, argued the California Public Utilities Commission. The Commerce Department is beginning an anti-circumvention inquiry into allegations that imports of nonrefillable steel cylinders with a water capacity between 100 and 299 cubic inches are circumventing the antidumping and countervailing duty orders on nonrefillable steel cylinders from China, the agency said in a notice released May 31.
The Commerce Department will soon suspend liquidation and impose countervailing duty cash deposit requirements on imports of gas-powered pressure washers from China, it said in a fact sheet issued May 31. Commerce set CVD rates ranging from 11.19% to 206.57% for all Chinese exporters, the agency said as it announced its preliminary determinations in its ongoing CVD investigations. Suspension of liquidation and cash deposit requirements will take effect for entries on or after the date of publication of the preliminary determinations in the Federal Register, which should occur in the coming days.
