The Commerce Department issued the preliminary results of its antidumping duty administrative review on 1-hydroxyethylidene-1, 1-diphosphonic acid from India (A-533-847), calculating a preliminary zero AD rate for sole respondent Aquapharm Chemicals Pvt., Ltd. If finalized, the rate would be Aquapharm's third consecutive zero AD rate. As such, Commerce said it intends to revoke the AD duty order with respect to HEDP produced and exported by Aquapharm if it continues to find a zero AD rate in the final results. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for this company.
The Commerce Department announced it has preliminary found dumping of imports of hardwood and decorative plywood from China (A-570-986), and will require antidumping duty cash deposits on entries of the merchandise. Entries of hardwood and decorative plywood from China are already subject to countervailing duty cash deposits (see 13031312). Imports produced and exported by the mandatory respondents, Linyi San Fortune Wood and Jianyang Group, will not be subject to the AD cash deposit requirement because the Commerce Department preliminarily found de minimis AD rates. Other companies will be subject to either a 22.14 or 63.96 percent preliminary AD rate.
Office Depot CEO Neil Austrian is “pleased” with the progress that has been made on his company’s planned merger with OfficeMax (CED Feb 21 p8), he said on an earnings call Tuesday. A special shareholder meeting on the merger will be “sometime this summer,” and he expects the FTC “will need several months to analyze the data” the retailers provided “before giving us the green light to proceed,” he said. “Based on what we know today,” the retailer still expects the merger will close by the end of 2013, he said.
ATK successfully completed its solid rocket booster preliminary design review with NASA for the agency’s Space Launch System. The milestone indicates the booster design is on track to support the first flight of the SLS in 2017, ATK said in a press release (http://bit.ly/124U9cZ).

The Commerce Department initiated an antidumping duty new shipper review on freshwater crawfish tail meat from China (A-570-848) at the request of Hubei Nature Agriculture Industry Co., Ltd., for merchandise it produces and exports to the United States. The agency will determine if Hubei Nature Agriculture is eligible for an estimated AD cash deposit rate other than the China-wide entity rate it currently receives.

Companies’ data security practices are driven by a desire to protect their reputation and have up-to-date security measures, according to “preliminary findings” from a survey by U.K. data security firm Vormetric (http://bit.ly/11KSZkt). According to the release, 32 percent of the survey’s 450 global respondents said protecting the brand’s reputation “should be the primary motivation for data security within their organisation,” while 32 percent of respondents cited “implementing best practice security measures” as the motivation for data security. “Meeting compliance requirements came in third at 22 percent,” the release said. Additionally, the survey found that 42 percent of respondents say their companies are increasing data security budgets, while 39 percent say their companies’ data security budgets are stagnant. The survey was done “via an online survey tool and promoted globally to IT security professionals,” and the full results will be released in May, Vormetric said.
