CEA President Gary Shapiro hailed Aereo’s streaming-video service as a technology “disrupter” in his keynote Q&A with Aereo CEO and founder Chet Kanojia at CE Week. Calling Aereo’s TV service the kind of innovation that government shouldn’t “mess up,” Shapiro referred back to the Betamax case that set a precedent for a recording product to be legal “if it has significant legal uses and the legal use is recording over-the-air broadcasts.” The Sony v. Universal case opened the door for a “whole range of technology to come in,” Shapiro said. The decision defined the consumer electronics industry for the next 30 years, he said.
An ICANN working group recommended ICANN replace Whois with a better model, it said in a series of preliminary recommendations released Tuesday (http://bit.ly/18dNmn5). “Today’s WHOIS model -- giving every user the same anonymous public access to (too often inaccurate) gTLD [generic top-level domain] registration data -- should be abandoned,” said the Expert Working Group on gTLD Directory Services. The new system would collect, validate and disclose information for permissible purposes only, with some data only accessible to authenticated requestors. Parties accessing the new Whois-like data would have obligations to use it responsibly, the report said. It said data validation would also increase, and the new model might be less expensive for registries and registrars if it eliminates existing service obligations, as the report recommended. Just one company would collect and manage the data, it said. The group also proposed increased privacy levels and credentialed access to the data. Public comments on the report can be submitted to input-to-ewg@icann.org until Aug. 12.

The Court of Appeals for the Federal Circuit affirmed a lower court ruling in favor of the 2008-09 antidumping duty administrative review on laminated woven sacks from China (A-570-916). Shapiro Packaging challenged the Commerce Department’s decision to assign respondent Zibo Aifudi a higher China-wide rate because of its decision to stop participating midway through the review, which meant Commerce couldn’t verify the company’s submissions on independence from government control. But the appeals court on June 24 said no law prohibits Commerce from disregarding information it can’t verify, and affirmed.

The Commerce Department issued the final results of the antidumping duty administrative review on polyvinyl alcohol from Taiwan (A-583-841). The agency continued to find a zero AD rate for sole respondent Chang Chun Petrochemical Co., Ltd. As such, Commerce will direct CBP to liquidate entries of subject merchandise from CCPC during the period of review without regard to AD duties, and will not collect a cash deposit on future entries of subject merchandise exported by CCPC until further notice. The new rate is effective June 24, and will be implemented by CBP soon.

"Samsung Experience” store-within-a-store departments are now in 800 of Best Buy’s large-format stores and “practically all” of the chain’s standalone mobile stores, CEO Hubert Joly said at its shareholders meeting in Richfield, Minn., Thursday. “By the end of the summer,” it will open the rest of its planned Samsung Experience shops, he said. There’s been “very positive” customer response to the format, he said.
