The new system would collect, validate and disclose information for permissible purposes only, with some data only accessible to authenticated requestors. Parties accessing the new Whois-like data would have obligations to use it responsibly, the report said. It said data validation would also increase, and the new model might be less expensive for registries and registrars if it eliminates existing service obligations, as the report recommended. Just one company would collect and manage the data, it said. The group also proposed increased privacy levels and credentialed access to the data. Public comments on the report can be submitted to input-to-ewg@icann.org until Aug. 12.
