The Commerce Department issued the preliminary results of its antidumping duty administrative review on 1-hydroxyethylidene-1, 1-diphosphonic acid (HEDP) from China (A-570-934). The agency calculated a preliminary AD rate for one company, Shandong Taihe Chemicals.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on stainless steel bar from India (A-533-810). The agency preliminarily calculated a zero-percent AD rate for Ambica Steels Limited. If the agency's finding is continued in the final results, importers of stainless steel bar from Ambica entered between February 2012 and January 2013 will not be assessed AD duties, and future entries from Ambica will not be subject to an AD cash deposit requirement until further notice.
The Commerce Department issued the preliminary results of its countervailing duty administrative review on cut-to-length carbon-quality steel plate from South Korea (C-580-837). The agency preliminarily calculated a zero-percent "de minimis" CV duty rate for Dongkuk, and applied that rate to five other companies subject to review. If the agency's finding is continued in the final results, stainless steel bar from these companies entered between January 2012 and December 2012 will not be assessed CV duties, and future entries from these companies will not be subject to an CV cash deposit requirement until further notice.
The Commerce Department confirmed a finding that unfinished bags being imported from China are circumventing the antidumping duty order on polyethylene retail carrier bags from China (A-570-886), and will continue to suspend liquidation and require cash deposits on such merchandise.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on frozen warmwater shrimp from India (A-533-840). The agency calculated preliminary AD rates for two companies, Devi Fisheries and Falcon Marine, and preliminarily assigned an average of those two rates to about 200 other companies.
The Commerce Department will not suspend liquidation nor impose a countervailing duty cash deposit requirement on imports of non-oriented electrical steel from South Korea (C-580-873), finding no illegal subsidization of South Korean companies in its preliminary CV duty determination. The agency calculated "de minimis" CV duty rates for all respondents. Commerce will revisit the issue when it issues its final determination, and may at that point suspend liquidation and impose CV duty cash deposit requirements if it finds illegal government subsidies. Commerce may also require antidumping duty cash deposits when it publishes its preliminary AD duty determination on rebar from Turkey, currently set for May 15 (see 14031118)..
A countervailing duty cash deposit requirement will take effect March 25 for some imports of non-oriented electrical steel from Taiwan (C-583-852), after the Commerce Department found illegal subsidization of some Taiwanese producers in its preliminary determination. The agency calculated CV duty rates ranging from zero to 12.82 percent.
