A countervailing duty cash deposit requirement will take effect Sept. 29 for imports of 53-foot domestic dry containers from China (C-570-015), after the Commerce Department found illegal subsidization of Chinese producers in its preliminary determination. Rates range from 7.13% to 10.46%.
The Commerce Department issued the final results of its antidumping duty administrative review on 1-hydroxyethylidene-1, 1-diphosphonic Acid (HEDP) from China (A-570-834). These final results will be used to set final assessments of AD duties on importers for entries between April 2012 and March 2013. There are currently no AD duty cash deposit requirements in effect for HEDP from China because the order was revoked in a sunset review in June (see 14053013).

These final results will be used to set assessments of AD duties on importers for entries between Feb. 1, 2012 and Jan. 31, 2013. New AD duty cash deposit rates set in this review will take effect Sept. 26.

The Commerce Department ruled that Delverde Industrie Alimentari is not the successor to the now-defunct Del Verde S.p.A. and is not eligible for the latter’s antidumping duty rate, in the final results of a changed circumstances review on pasta from Italy (A-475-818) issued Sept. 19. As in its preliminary results (see 14051519), Commerce found that changes to the company’s ownership and production activities during Del Verde’s bankruptcy and subsequent restructuring and asset sale to an Argentine firm means the new Delverde is much different company. Del Verde was exempt from the AD duty order on pasta from Italy. Delverde will continue to get its current 13.09% AD duty rate.

The Commerce Department issued the final results of the antidumping duty administrative review on uncovered innerspring units from China (A-570-928). The agency set rates for two companies that are based in Malaysia and Taiwan, but that export Chinese-origin innerspring units. Cash deposit and assessment rates set in this review will only apply to China-origin merchandise exported by these companies.
The Commerce Department will soon begin requiring countervailing duty cash deposits on 53-foot domestic dry containers from China, it said in a fact sheet issued Sept. 23. Cash deposit requirements will begin on date Commerce publishes its preliminary determination in the Federal Register, with rates ranging from 7.13% to 10.46%.
