The government of Canada issued the following trade-related notices for Sept. 29 (note that some may also be given separate headlines).

The Commerce Department issued the final results of an antidumping duty changed circumstances review on multilayered wood flooring from China (A-570-970), finding Linyi Youyou Wood Co., Ltd. is the successor to Shanghai Lizhong Wood Products Co., Ltd. and The Lizhong Industry Limited Company of Shanghai for the purposes of AD duty liability. As in its preliminary results, Commerce found Lizhong transferred its operations but that Youyou continues to have the same supplier and customer relationships (see 14081410). Subject merchandise from Youyou will now be subject to the 5.92% AD duty cash deposit rate formerly assigned to Lizhong.
Though the 5.5-inch screen of the iPhone 6 Plus is 38 percent larger than the 4-inch screen of the iPhone 5S, it costs only 15 percent more to build, said a preliminary analysis by the website Teardown.com (http://bit.ly/1mycAVA). The estimated combined cost of Apple’s new A8 processor with Qualcomm’s MDM9625M modem are the largest chunk ($59.50) of the phone’s total cost ($242.50), the site said. The 5.5-inch display and touchscreen assembly costs $51, while a Toshiba-sourced NAND flash device adds $9 and a Samsung DRAM chip, $5, it said. The site pegs no estimated cost for the NXP Semiconductor PN548 device that brings near field communication functionality to an iPhone for the first time. The same PN548 component is housed within the iPhone 6, which costs $227 to build, including $41.50 for the 4.7-inch display and touchscreen assembly, the site said. “Some key notes on the assembly included our analysts observing that the board design and the use of ’tried and true’ chipsets allowed Apple to maintain a high margin on the devices,” the site said. With a two-year contract, pricing starts at $299 for the iPhone 6 Plus, and at $199 for the iPhone 6, both for the versions with 16 GB of onboard storage. However, without the two-year activation, the phones cost hundreds of dollars more. Verizon, for example, has priced the iPhone 6 at $649 and the iPhone 6 Plus at $749 without the two-year contract.
The Commerce Department is beginning an antidumping duty new shipper review on small diameter graphite electrodes from China (A-570-929) at the request of Xuzhou Jianglong Carbon Products Co., Ltd., for merchandise both produced and exported by the company. Commerce will determine if Jianglong is independent from state control, and therefore eligible for an AD duty cash deposit rate other than the high 159.64% China-wide rate it currently receives.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on steel nails from China (A-570-909). Rates set in this review will be used to determine assessments of AD duties on importers for subject merchandise entered between August 2012 and July 2013.

The Commerce Department issued the final results of the antidumping duty administrative review on low-enriched Uranium from France (A-427-818). In its final results, Commerce detailed a new policy where it will suspend liquidation of entries that are exempt from duties because they are intended for reexport within 18 months. Commerce will use the administrative review process to ensure the uranium is actually reexported. No cash deposits will be required on such entries.
The Commerce Department issued its final determination in the antidumping duty investigation on grain-oriented electrical steel from the Czech Republic (A-841-803). The agency made some changes to its preliminary rates, and imposed retroactive suspension of liquidation on Sujani. This final determination is effective Sept. 29.
