China Graphite Electrodes: AD New Shipper Review Begins for Jianglong

The Commerce Department is beginning an antidumping duty new shipper review on small diameter graphite electrodes from China (A-570-929) at the request of Xuzhou Jianglong Carbon Products Co., Ltd., for merchandise both produced and exported by the company. Commerce will determine if Jianglong is independent from state control, and therefore eligible for an AD duty cash deposit rate other than the high 159.64% China-wide rate it currently receives.

Commerce will instruct CBP to allow, at the option of the importer, the posting of a bond or security, instead of an AD cash deposit, for entries of the subject merchandise both produced and exported by Jianglong, until completion of the review.
