The Commerce Department issued the preliminary results of its antidumping duty administrative review on seamless refined copper pipe and tube from Mexico (A-201-838) (here). The agency calculated a preliminary AD rate of zero percent for Nacobre, but preliminarily found dumping by the other mandatory respondent, Golden Dragon.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on circular welded non-alloy steel pipe from Mexico (A-201-808) (here). Once Commerce issues its final results, the agency will use the AD rates calculated in this review to set new cash deposit rates, as well as assessments of AD duties on importers for entries between August 2012 and July 2013.

CBP posted a list of the fiscal year 2014 Clearing Account Balances as of Oct. 1, 2014 related to the Continued Dumping and Subsidy Offset Act. This report (here) lists the amounts contained in the Clearing Account for each CDSOA eligible case. These amounts represent estimated antidumping and countervailing duties filed with the entry prior to Oct. 1, 2007, it said. These are preliminary numbers and may be refunded at liquidation to the importer of record based upon Commerce’s final determination on the case, which may not occur during the current year. Funds do not transfer from the Clearing Account to the Special Account for CDSOA distribution until liquidation occurs. The Clearing Account does not include additional duty assessed at liquidation or reliquidation. The total listed for antidumping duties is $81,386,529.91 and the total listed for CV duties is $3,707,079.80. CBP recently posted the CDSOA annual disbursement report and a list of uncollected duties (see 1412050025).

The Commerce Department issued the preliminary results of its antidumping duty administrative review on polyethylene film, sheet and strip from the United Arab Emirates (A-520-803) (here). The agency preliminarily calculated a new AD rate for one company, JBF RAK. In this review, Commerce will set assessments of AD duties on subject merchandise entered between November 2012 and October 2013.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on fresh garlic from China (A-570-831) (here). The agency preliminarily assigned the only two companies being individually reviewed, Golden Bird and Hejia, the China-wide rate because each company purportedly didn't demonstrate independence from Chinese government control. Rates set in the final results of this review will be used to determine assessments of AD duties on importers for entries from November 2012 through October 2013.
