The Commerce Department published notices in the April 9 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
The Commerce Department issued the preliminary results of its antidumping duty administrative review on solid urea from Russia (A-821-801) (here). The agency preliminarily calculated a zero-percent AD rate for MCC EuroChem. If the agency's finding is continued in the final results, importers of solid urea from EuroChem entered between July 2013 and June 2014 will not be assessed AD duties, and future entries from EuroChem will not be subject to an AD cash deposit requirement until further notice. The final results of this administrative review are currently due in August.
The Commerce Department issued the final results of the antidumping duty administrative review on lined paper products from India (A-533-843) (here). Commerce determined Super Impex did not undersell subject merchandise during the period of review, assigning the company a zero percent AD duty rate. Subject merchandise from Super Impex entered between Sept. 1, 2012 and Aug. 31, 2013 will be liquidated without any assessment of AD duties, and future entries of subject merchandise exported by Super Impex will not be subject to AD duty cash deposit requirements until further notice. The new AD duty cash deposit rate takes effect April 10.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on purified carboxymethylcellulose from Finland (A-405-803) (here). The agency preliminarily calculated a zero percent AD rate for CP Kelco Oy. If the agency's finding is continued in the final results, importers of subject merchandise from CP Kelco entered between July 2013 and June 2014 will not be assessed AD duties, and future entries from CP Kelco will not be subject to an AD cash deposit requirement until further notice. For now, the most recent final AD rate calculated for each exporter of subject merchandise is still applicable.
The Commerce Department recently clarified the coverage of antidumping and countervailing duties on boltless steel shelving units prepackaged for sale from China (A-570-018/C-570-019), in a memorandum issued alongside its preliminary AD duty determination in March. Although no importers filed comments on the scope itself, several requested scope rulings on whether specific shelving products are subject to the investigations. Highlights of the memorandum are as follows (note that the scope rulings are only preliminary, and may change in the final determination):
World Trade Organization judges shot down a Vietnamese appeal on its successful challenge to U.S. antidumping duties on frozen warmwater shrimp on on April 7. The appellate body upheld the Dispute Settlement Body (DSB) panel’s decision in the case, and the WTO will now discontinue legal analysis in the case, said the WTO in its findings (here).

The Commerce Department issued the preliminary results of its countervailing duty administrative review on circular welded carbon steel pipes and tubes from Turkey (C-489-502) (here). Once finalized, these rates will be used to set assessments on importers for subject merchandise entered in 2013.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on brass sheet and strip from Italy (A-475-601) (here). The agency preliminarily assigned an AD rate of 22% for KME Italy SpA. If Commerce makes no changes in its final results, it will assess AD duties on importers of uranium from AREVA at 22% for subject merchandise entered March 2013 through February 2014.
The Commerce Department issued the final results of the antidumping duty administrative review on steel nails from China (A-570-909) (here). These final results will be used to set final assessments of AD duties on importers for entries from Aug. 1, 2012 through July 31, 2013.
