The country of origin for imported LED cabinets is Taiwan for U.S. government procurement purposes, CBP said in a final determination. Vanguard LED Displays "imports the components of the video display cabinets and assembles the cabinets from the imported components at their facility in Lakeland, Florida," CBP said. The agency found that the assembly process isn't complex enough to be considered a substantial transformation and all but two of the components are sourced from Taiwan.
Despite an increased focus on illegal fentanyl shipments at the federal level, the effects so far on commercial cargo have been minimal, Frank Russo, acting director of CBP’s New York Field Operations, said in an April 23 interview. "We've done a pretty good job of identifying the threat in the mail environment," said Russo, who is overseeing CBP's efforts to prevent illegal entries of the drug. "When it comes to the express world, you know DHL, FedEx, UPS, we haven't really seen too much of it there. It's mainly been something that's been more in the mail facility." Such issues are almost nonexistent through commercial cargo modes in air or ocean shipments, he said.

CBP released its April 25 Customs Bulletin (Vol. 52, No. 17). While it does not contain any rulings, it does include recent Court of International Trade opinions and general notices from CBP.
CBP released an updated version of the Food and Drug Administration’s supplemental guide for filing in ACE, CBP said in a CSMS message. “FDA has included clarifications for certain data elements based on feedback from trade, and removed several optional data elements,” CBP said. Version 2.5.1, dated April 10, makes changes affecting filing of all commodities regulated by FDA, including food, cosmetics, drugs, medical devices, biologics and animal drugs and devices. The update is FDA’s first to its supplemental guide since version 2.5 was released in late 2016.
