CBP’s final regulations on new procedures for drawback under the Trade Facilitation and Trade Enforcement Act are now at the Office of Information and Regulatory Affairs for review, according to the Office of Management and Budget website. CBP is required to issue the final rule by Dec. 17 as a result of a Court of International Trade decision on the regulations (see 1810120055). A CBP lawyer earlier this week said CBP and the Treasury Department recently finished a review of the comments (see 1810310030). A proposed rule on copyright protections for imported goods to be implemented under TFTEA is also under OIRA review, according to another notice.

The Customs Rulings Online Search System (CROSS) was updated Oct. 31 with 59 rulings. The most recent ruling is dated Oct. 30.
CBP created Harmonized System Update (HSU) 1819 on Oct. 31, containing 1,200 Automated Broker Interface records and 245 harmonized tariff records, it said in a CSMS message. The update also includes changes required by an Oct. 30 Presidential Proclamation that removed many items from Generalized System of Preferences eligibility (see 1810300031), CBP said.

CBP has competed automatic processing of duty refunds for more than 400,000 entry lines flagged for Generalized System of Preferences benefits that were entered during the lapse in the program in early 2018, it said in CSMS message. The agency will now turn to an additional 22,000 lines that were also submitted with special program indicator (SPI) “A” at entry summary, indicating a GSP claim, but that nonetheless require manual processing. “CBP anticipates processing by the [Centers of Excellence and Expertise] to take several months,” it said.

Commercial cargo vessels at Port Everglades in Florida that are awaiting berth space "will be approved to submit scanned copies of the original documents needed to be presented to CBP for formal vessel entry processing," Port Director Dylan DeFrancisci said in an Oct. 26 notice. "This change in process is intended to increase the efficiency of processing the formal entry of commercial cargo vessels while they rest at anchorage pending berth space, as well as reduce the need to request CBP overtime services." Only commercial vessels awaiting berth space will be allowed to send the scanned copies, it said.
