In the Dec. 23 issue of the CBP Customs Bulletin (Vol. 49, No. 51) (here), CBP published notices that propose to revoke or modify rulings and similar treatment for image transferring textiles and tapeffiti design books.
Changes to the CBP's allowed response period for corrections to continuous bonds were clarified by the agency following concerns raised by industry, said the National Customs Brokers & Forwarders Association of America on its website (here). The International Trade Surety Association expressed some worry after CBP issued a final rule on the centralization of the continuous bond program in November (see 1511120010), said the NCBFAA. CBP's revenue division told ITSA that it will continue its practice of using a "buffer" period before actually turning "the bond off."

CBP is testing "the feasibility of capturing sea vessel operator/agent I-418 manifest signature information electronically using mobile tablets," the agency said in a recent letter to the National Association of Maritime Organizations (here). The testing, which began in November, is going on at the Houston, Los Angeles, Miami, New Orleans and Newark ports, said Todd Hoffman, executive director of admissibility and passenger programs.at CBP. The agency is "working to amend the regulatory requirements of vessel operators to eliminate paper-based submission" of crew and passenger lists, said CBP. "The amendment will also include CBP capturing signature of vessel operators/agents and the transmission of the electronically signed" copies, it said. CBP asked that NAMO members sign up to take part in the electronic signature testing, which is "contingent on availability of mobile tablets and accessibility to mobile connectivity."
