CBP posted the presentation (here) and transcript (here) from a June 28 webinar on ACE for quota-related entries (see 1606290013). Entries and entry summaries subject to quota will be required to be filed in ACE beginning on July 23.
CBP created Harmonized System Update (HSU) 1607 on June 30, the agency said in a CSMS message (here). The changes, which were effective July 1, reflected the expanded Information Technology Agreement and other updates mentioned in a June 30 Presidential Proclamation (here), CBP said. A detailed list of adjustments made and the reasons for the changes is available through the International Trade Commission website (here), CBP said. CBP issued the following releases on commercial trade and related matters:
An Ethernet cable and transceiver imported from China are considered to be of Chinese origin for U.S. government procurement purposes, CBP said in a final determination (here). Each of the physical products is assembled in China, and the software that allows the cable and transceiver to function is developed in China and Germany, respectively, before being “downloaded” onto the cable and transceiver after importation in the U.S. Because the downloading of software does not constitute programming and does not confer substantial transformation, the last substantial transformation of each article occurred in China, CBP said.

CBP answered a set of frequently asked questions on the U.S.-Chile free trade agreement in a newly released document dated June 1 (here). The FAQs include information on making claims for preferential tariff treatment, certification of origin and required data elements.
CBP released its June 29 Customs Bulletin (Vol. 50, No. 26) (here). While it does not contain any rulings, it does include recent CBP notices and Court of International Trade opinions.
CBP posted an updated Form 3461 that will allow for filing entries and requests for release during broker or ACE system outages (see 1512140020). Form 3461 (here) applies to "Entry/Immediate Delivery for ACE," and Form 3461C (here) "supports additional Line and Bill of Lading information if there is not enough room on the 3461 for use with ACE," CBP said. The agency also released instructions for Form 3461 (here).
