CBP released a report Oct. 17 with detailed statistics on Section 321 de minimis shipments during fiscal years 2018 through 2021. The report shows a continuous rise in volume of shipments during the period, which ended Sept. 30, 2021, from about 400 million to about 770 million. The value of shipments declined during the latter years of the period, however, rising from about $30 million in 2018 to about $56 million in 2019 and $67 million in 2020, before falling to about $40 million in 2021. The report also contains statistics on seizures by type, by mode of transportation and by country of shipment, as well as whether refused shipments were abandoned or returned to sender.
CBP released a fact sheet Oct. 18 on its Oct. 18 final rule amending the Part 111 customs broker regulations (see 2210170071), which was published in the Federal Register the same day. The fact sheet includes a table that details the changes, including a new definition of “processing center,” the elimination of district permits, the codification of the requirement that customs business be conducted within U.S. customs territory, broker electronic reporting, broker fee changes, broker exam and license changes, cyber security and records requirements, responsible supervision and control requirements, a prohibition on the provision of false information, and the new requirement for the broker/client relationship. CBP had said it would post a series of guidance documents on the day the final rule was published (see 2210070057), though as of press time only the fact sheet had been released.

In the Oct. 12 Customs Bulletin (Vol. 56, No. 40), CBP published a proposal to revoke one ruling on metal storage lockers and another on cylinder heads.
CBP will soon be deploying phase 2 of its ACE Portal Modernization initiative, the agency said. The deployment, which itself will come in two phases Oct. 20 and Nov. 8, will include updates to the references tab and the ACE protest launch button; a launch button for the migrated arrive/export in-bonds user interface; document upload and management functionality for facilities and foreign-trade zones; and blanket declaration functionality.
