CBP created Harmonized System Update (HSU) 2309 on Sept. 28, containing 12,981 ABI records and 2,614 Harmonized Tariff Schedule records. This update includes 2023 Cotton Fee amendments, as well as updates to statistical reporting numbers that were amended since the last assessment adjustment in 2022, CBP said in a Sept. 29 CSMS message.
CBP announced an Enforce and Protect Act (EAPA) investigation on whether Ebuy Enterprises and Highland USA International evaded an antidumping duty order on xanthan gum from China. The agency said it found reasonable suspicion existed that the importers had transshipped Chinese-origin xanthan gum through Malaysia, necessitating the imposition of interim measures.

CBP in August identified 320 shipments valued at more than $68 million for further examination based on the suspected use of forced labor, including goods subject to the Uyghur Forced Labor Prevention Act and withhold release orders, the agency said in its most recent operational statistics update. (CBP told us the update erroneously says the 320 shipments were the July count.) That's down from July, when CBP identified a total of 388 shipments valued at more than $107 million (see 2308210019). Also in August, CBP seized 1,710 shipments that contained counterfeit goods valued at more than $177 million, the agency said.
