Russia export controls and sanctions
The use of export controls and sanctions on Russia has surged since the country's invasion of Crimea in 2014, and especially its invasion of Ukraine in in February 2022. Similar export controls and sanctions have been imposed by U.S. allies, including the EU, U.K. and Japan. The sanctions relief deal struck between Iran and P5+1 countries will be extended through June 30, 2015, said the Treasury Department’s Office of Foreign Assets Control (OFAC) (here). The P5+1 countries include the U.S., Russia, China, United Kingdom, France and Germany. The sanctions relief was originally set to expire on Nov. 24. The relief liberalizes restrictions on Iranian exports of petrochemical products, Iran’s purchase and sale of gold and precious metals, the provision of goods and services to Iran’s automotive sector, and the licensing of safety-of-flight inspections and repairs for Iranian civil aviation, and establishes channels to permit importation of humanitarian goods (see 14012715).

The Commerce Department issued the final results of the antidumping duty administrative review on solid fertilizer grade ammonium nitrate from Russia (A-821-811) (here). Commerce determined the two companies under review, JSC Acron (and affiliate JSC Dorogobuzh) and MCC EuroChem (and affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot), did not undersell subject merchandise during the period of review, assigning both companies zero percent AD duty rates. Subject merchandise from Acron and EuroChem entered between April 1, 2012 and March 31, 2013 will be liquidated without any assessment of AD duties, and future entries of ammonium nitrate exported from Russia by Acron and EuroChem will not be subject to AD duty cash deposit requirements until further notice. Changes to cash deposit rates from these final results take effect Nov. 24.
The Bureau of Industry and Security added Lev Steinberg to the Denied Persons List, the agency said in an email sent Nov. 29. Steinberg was convicted of exporting controlled weapon scopes without first getting a license from BIS, according to the denial order (here). BIS is revoking his ability to export until February 2016.
