Russia export controls and sanctions
The use of export controls and sanctions on Russia has surged since the country's invasion of Crimea in 2014, and especially its invasion of Ukraine in in February 2022. Similar export controls and sanctions have been imposed by U.S. allies, including the EU, U.K. and Japan. The World Customs Organization recently issued two classification decisions on sodium sulfate, after Russia and Turkey said they resolved their differences over classification of the product at a WCO session held in July, the WCO said (here). The Commerce Department is revoking the antidumping duty order on ammonium nitrate from Russia (A-821-811), it said in the final results of a sunset review (here). Commerce is terminating the order because no domestic ammonium nitrate producers notified the agency that they had an interest in keeping AD duties in place. Effective for entries on or after Aug. 20, 2016, Commerce will direct CBP to end suspension of liquidation and CV duty cash deposit requirements. Commerce may still assess AD duties on ammonium nitrate from Russia entered Aug. 20, 2016, or earlier.
The Commerce Department issued the preliminary results of its antidumping duty administrative review and concurrent new shipper review on solid urea from Russia (A-821-801) (here). In the administrative review, the agency calculated a zero percent AD duty rate for MCC EuroChem. Commerce also preliminarily calculated a zero percent AD duty rate for Joint Stock Company PhosAgroCherepovets in the new shipper review.

The Commerce Department issued its final affirmative countervailing duty determinations on cold-rolled steel flat products from Brazil (C-351-844) (here), India (C-533-866) (here), Russia (C-821-823) (here) and South Korea (C-580-882) (here). For Brazil, India and Russia, suspension of liquidation is currently not in effect for entries on or after April 20, and Commerce will only require cash deposits of estimated CV duties on future entries if it issues a CV duty order. For South Korea, Commerce will suspend liquidation and require CV duty cash deposits for entries on or after July 29.
