Russia Solid Urea: Prelim Results of AD Admin Review and New Shipper Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review and concurrent new shipper review on solid urea from Russia (A-821-801) (here). In the administrative review, the agency calculated a zero percent AD duty rate for MCC EuroChem. Commerce also preliminarily calculated a zero percent AD duty rate for Joint Stock Company PhosAgroCherepovets in the new shipper review.

Any changes to cash deposit rates for EuroChem and PhosAgro would take effect on the publication date of the final results of these reviews, currently due in December. If it continues to find zero rates for each company in its final results, Commerce will not assess AD duties for subject merchandise exported by Eurochem and PhosAgro with a time of entry between July 1, 2014, and June 30, 2015.

Commerce has ordered liquidation at "as entered" rates for subject merchandise entered July 1, 2014, through June 30, 2015, that was exported by companies that are not under review (here).
