The Commerce Department issued the preliminary results of its antidumping duty administrative review on polyethylene retail carrier bags from Thailand (A-549-821) (here). The agency preliminarily assigned the only company under review, K. International Packaging Co., Ltd., a penalty rate of 122.88%. Any changes to K International's cash deposit rate would take effect on the publication date of the final results of this review, currently due in August. If it continues to assign K International a penalty rate in its final results, Commerce would assess AD duties on importers at 122.88% for subject merchandise from K International with a time of entry between Aug. 1, 2014 and July 31, 2015.

The Commerce Department issued the final results of the antidumping duty administrative review on polyethylene terephthalate film, sheet and strip from the United Arab Emirates (A-520-803) (here). Commerce assigned the only producer/exporter under review, JBF RAK LLC, an AD duty rate of 4.44%. The new cash deposit rate takes effect April 11. Commerce said it will calculate importer-specific assessment rates for subject merchandise from JBF RAK entered between Nov. 1, 2013 and Oct. 31, 2014.
Countervailing duty cash deposit requirements take effect April 11 for imports of iron mechanical transfer drive components from China (C-570-031), after the Commerce Department found illegal subsidization in its preliminary determination (here).
The Commerce Department issued the final results of the antidumping duty administrative review on wooden bedroom furniture from China (A-570-890) (here). Commerce found Shanghai Jian Pu Import & Export Co., Ltd. and six other producer-exporters did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 216.01%. Commerce will assess AD duties at this rate on subject merchandise from these companies entered between Jan. 1, 2014 and Dec. 31, 2014. A 216.01% AD duty cash deposit rate for these companies takes effect April 11.

The FCC will take up at its April 28 meeting a rulemaking that looks at effectively ending text technology (TTY) in favor of real-time text (RTT). Making that change was a recent recommendation of the FCC Disability Advisory Committee (see 1602230066). AT&T, Cellular South and Verizon have all received temporary waivers to use RTT as a substitute for TTY (see 1512210045). FCC Chairman Tom Wheeler is circulating the item Thursday for a vote at the meeting, agency officials said. Thursday night, the FCC's preliminary agenda listed the NPRM, as well as a special access order and NPRM, also as expected (see 1604070069).
