The Commerce Department on March 4 issued the final results of the antidumping duty administrative review on steel propane cylinders from Thailand (A-549-839). Commerce set an AD rate of 13.89% for Sahamitr Pressure Container Plc., the only company under review, a slight reduction in the preliminary rate of 14.11% it calculated. Subject merchandise from Sahamitr entered Dec. 27, 2018, through July 31, 2020, will be liquidated at importer-specific rates, Commerce said. The 13.89% AD duty cash deposit rate for Sahamitr takes effect March 7.
The Commerce Department issued the final results of the antidumping duty administrative review on hot-rolled steel flat products from South Korea (A-580-883). These final results will be used to set final assessments of AD duties on importers of subject merchandise entered Oct. 1, 2019, through Sept. 30, 2020.
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of freight rail coupler systems from China (C-570-144), after finding illegal subsidization of Chinese producers in the preliminary determination of its CV duty investigation. Suspension of liquidation and cash deposit requirements will take effect for entries on or after March 7, the date that the preliminary determination is scheduled to be published in the Federal Register.

The Commerce Department on March 3 released the preliminary results of its antidumping duty administrative review on stainless steel bar from India (A-533-810). In the final results of this review, Commerce may set assessment rates for subject merchandise from two companies entered Feb. 1, 2020, through Jan. 31, 2021.

The Commerce Department issued the preliminary results of its antidumping and countervailing duty administrative reviews on common alloy aluminum sheet from China (A-570-073/C-570-074). In the final results of these reviews, Commerce will set AD duty assessment rates for subject merchandise for the companies under review entered Feb. 1, 2020, through Jan 31, 2021, and CV duty assessment rates for entries Jan. 1, 2020, through Dec. 31, 2020.
South Korean exporter Dongkuk Steel Mill filed a complaint at the Court of International Trade March 2 to contest the Commerce Department's 2019 review of the countervailing duty order on cut-to-length carbon-quality steel plate from South Korea. Dongkuk challenges Commerce's finding that the provision of carbon emission permits to mandatory respondent Hyundai Steel constituted a countervailable subsidy. The result of the review was a 0.56% CVD rate for Dongkuk, which participated in the review as a voluntary respondent (Dongkuk Steel Mill Co. v. U.S., CIT #22-00032).
