South Korea Hot-Rolled Steel: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on hot-rolled steel flat products from South Korea (A-580-883). These final results will be used to set final assessments of AD duties on importers of subject merchandise entered Oct. 1, 2019, through Sept. 30, 2020.

New Cash Deposit Rates Take Effect March 7

For entries on or after March 7, the scheduled publication date of these final results in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by two companies, as follows:

Commerce upheld in the final results its preliminarily finding that POSCO International Corporation (PIC) is the successor-in-interest to POSCO Daewoo Corporation (PDW) and treated POSCO and PIC as a single entity, collectively referred to as POSCO.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate, currently 6.05%, applies.

Assessment Rates

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 1, 2019, and Sept. 30, 2020. Commerce will assess AD duties at importer-specific rates for Hyundai Steel and POSCO, and assess AD duties for the other companies not selected for individual review at the rates listed above.
