The Commerce Department has issued the preliminary results of its antidumping duty administrative review on low-melt polyester staple fiber from South Korea (A-580-895). The agency set an AD rate of 1.89% for Toray Advanced Materials Korea, Inc. Any changes to Toray's cash deposit rate would take effect on the publication date of the final results of this review, currently due in January. If Commerce finalizes these preliminary results, the agency will assess AD duties at importer-specific rates for entries from Toray entered Aug. 1, 2020, through July 31, 2021.
The Commerce Department will suspend liquidation and require antidumping and countervailing duty cash deposits on entries of amorphous silica fabric from China with a silica content of 70%-90%, it said in the preliminary results of an anti-circumvention inquiry. The agency found the 70%-90% amorphous silica fabric has undergone only minor modifications from goods subject to AD/CV duties, and should be covered by the AD/CVD orders on amorphous silica fabric from China (A-570-038/C-570-039).
The Commerce Department issued the final results of its countervailing duty administrative review on common alloy aluminum sheet (aluminum sheet) from China (C-570-074). The agency calculated new CV duty cash deposit rates for the Chinese producers and exporters listed below. These final results will be used to set final assessments of CV duties on importers for entries Jan. 1, 2020, through Dec. 31, 2020.
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of white grape juice concentrate from Argentina (C-357-826), after finding illegal subsidization of Argentine producers in the preliminary determination of its CV duty investigation. Suspension of liquidation and cash deposit requirements will take effect for entries on or after Sept. 6, the date that the preliminary determination is scheduled to be published in the Federal Register.

In the final results of this review, Commerce will set an assessment rate for subject merchandise for the single company under review entered Sept. 30, 2020, through Jan. 31, 2022.
The Commerce Department released the preliminary results of its antidumping duty administrative review on utility scale wind towers from South Korea (A-580-902), calculating a 2.58% AD rate for Dongkuk S&C Co., Ltd. If the agency's finding is continued in the final results, importers of subject merchandise from Dongkuk entered between Feb. 14, 2020, and July 31, 2021, will be assessed AD duties at that rate.
