The Commerce Department issued the preliminary results of its antidumping duty administrative review on frozen warmwater shrimp from China (A-570-893). The agency preliminarily found that the three companies under review, Shantou Yuexing Enterprise Company, Rizhao Smart Foods Co., Ltd., and Zhanjiang Regal Integrated Marine Resources Co., Ltd., had no exports of subject merchandise to the U.S. during the period under review. If Commerce's "no shipments" findings for these three companies are continued in the final results, these companies won't get new AD rates. Instead, subject merchandise from the three companies will continue to enter at AD rates set in the most recent previous review. Commerce will make its final decision when it issues the final results of this review, currently due in January.
The Commerce Department issued the final results of the antidumping duty administrative review on polyester staple fiber from Taiwan (A-583-833). Commerce determined Far Eastern New Century Corporation (FENC) did not undersell subject merchandise during the period of review, assigning the company a zero percent AD duty rate. Subject merchandise from FENC entered between May 1, 2012 and April 30, 2013 will be liquidated without any assessment of AD duties, and future entries of polyester staple fiber exported by FENC will not be subject to AD duty cash deposit requirements until further notice. The new AD duty cash deposit rate takes effect Sept. 11.
The Commerce Department issued the final results of the antidumping duty administrative review on cut-to-length carbon quality steel plate products from South Korea (A-580-836). The agency set rates for six companies, and will use these rates to set final assessments of AD duties on importers for entries between Feb. 1, 2012 and Jan. 31, 2013.
The Commerce Department issued antidumping duty orders on oil country tubular goods from India (A-533-857), Turkey (A-489-816) and Vietnam (A-552-817). The order details a "gap period" of Aug. 24 - Sept. 4 of no AD duty liability due to the expiration of the "provisional measures" period. Commerce also adjusted AD rates for OCTG from Vietnam to correct a calculation error.

The agency preliminarily calculated a zero percent AD duty rate for New-Tec. If the agency's finding is continued in the final results, polyester staple fiber from New-Tec entered between December 2012 and November 2013 will not be assessed AD duties, and future entries from New-Tec will not be subject to an AD duty cash deposit requirements until further notice.
The Commerce Department made a preliminary affirmative antidumping determination that carbon and certain alloy steel wire rod from China (A-570-012) is being sold in the U.S. at less than fair value. The agency found "critical circumstances" for all "China-wide rate" companies that did not demonstrate independence from state control, and will impose retroactive AD duty cash requirements on entries from those companies effective June 10. For companies that got their own rates, AD duty cash deposit requirements will take effect Sept. 8.
