The Commerce Department issued the final results of the antidumping duty administrative review on steel nails from the United Arab Emirates (A-520-804) (here), assigning Precision Fasteners a high 184.41% penalty rate because of the company's alleged noncooperation. The rate for Dubai Wire was increased to 18.3%. These final results will be used to set assessments of AD duties on importers for entries between Nov. 3, 2011 and April 30, 2013.
The Commerce Department issued the final results of the antidumping duty administrative review on purified carboxymethylcellulose from the Netherlands (A-421-811) (here). Commerce determined the only company under review, Akzo Nobel Functional Chemicals, B.V., did not undersell subject merchandise during the period of review, assigning it a zero percent AD duty rate. Subject merchandise from Akzo Nobel entered between July 1, 2012 and June 30, 2013 will be liquidated without any assessment of AD duties, and future entries of carboxymethylcellulose exported from the Netherlands by Akzo Nobel will not be subject to AD duty cash deposit requirements until further notice. Changes to cash deposit rates from these final results take effect Dec. 30.
The Commerce Department issued the final results of its countervailing duty administrative review on aluminum extrusions from China (C-570-968) (here). The agency calculated new CV duty cash deposit rates for about 58 Chinese exporters. These final results will be used to set final assessments of CV duties on importers for entries between Jan. 1 and Dec. 31, 2012.

The Federal Trade Commission is beginning to consider labeling requirements under the Energy Policy and Conservation Act for refrigeration products not already covered, according to an advance notice of proposed rulemaking from the agency (here). Preliminary Energy Department analysis suggests energy and water use labeling would benefit consumers and be economically and technologically feasible, said the FTC. While the FTC does not propose specific rules, if the labeling is found to be appropriate, "any final requirements will likely resemble those applicable to currently covered refrigeration products," including requirements relating to testing, EnergyGuide labeling, recordkeeping, reporting, and catalog/website disclosures, it said. Comments are due by March 3.

Antidumping and countervailing duty investigation on melamine from China and Trinidad and Tobago will continue, after the International Trade Commission voted that there is a "reasonable indication" U.S. industry is injured by the imports (here). The six ITC commissioners voted in the affirmative. The next step is the Commerce Department's preliminary CV duty determination on or about Feb. 5, and its AD determination on or about April 21. The ITC's public report in the case will be available after Jan. 27. Melamine is used to produce melamine-formaldehyde resins, which are used to make laminates, surface coatings, adhesives, molding compounds, paper treatments and other goods, said the ITC.
