The International Trade Commission is preparing for new Chinese export controls on germanium and gallium to have a potentially “significant” impact on global supply chains, it said in a recently issued executive trade briefing (see 2307050018).
The U.S. told the World Trade Organization's Committee on Safeguards about the start of its safeguard investigation on fine denier polyester staple fiber, the WTO announced this week. The U.S. opened the investigation on Feb. 28, telling parties that wish to participate to file an entry of appearance with the secretary to the International Trade Commission no later "than 21 days after publication of the notice of institution in the Federal Register."
Senate Finance Committee ranking member Mike Crapo, R-Idaho, along with six Democrats, six Republicans and independent Sen. Kyrsten Sinema, urged the administration to come out against a proposal at the World Trade Organization to waive intellectual property protections for COVID-19 diagnostics and therapeutics. There already is an IP waiver for vaccines against the disease. The waivers, which loosen the Trade-Related Aspects of IP Rights, or TRIPS, in the body, "could have unintended consequences for the development of new treatments for dangerous diseases, while doing little to improve access to medicine," they argued.
India extended its free import policy for urad beans and tur/pigeon peas for another year, the Directorate General of Foreign Trade announced. The import policy will now run until March 31, 2025, and specifically applies to urad of Indian Tariff Code (Harmonized System) 07133110 and tur/pigeon peas of ITC(HS) 07136000.

The Biden administration will complete its review of the Section 301 tariffs "this fall," U.S. Trade Representative Katherine Tai wrote to senators, and while she did not commit to any course of action, she wrote: "As part of the 4-Year Review of the Section 301 tariffs, USTR is reviewing the effectiveness of the tariffs in achieving the objectives of the investigation, as well as the effect of the tariffs on consumers, workers, and the U.S. economy at large. As part of this review, we are considering the existing tariffs structure and how to make the tariffs more strategic in light of impacts on sectors of the U.S. economy as well [as] the goal of increasing domestic manufacturing."
Just after the administration asked the International Trade Commission to examine the emissions intensity of the steel and aluminum sectors, a bipartisan bill was introduced in the Senate to tell the Energy Department to conduct a comprehensive study of the emissions from the production of aluminum, cement, iron and steel, plastic, and products made from all those materials, fertilizer, glass, lithium-ion batteries, paper and pulp, solar panels and cells, wind turbines, crude oil, refined oil products, natural gas, hydrogen, refined critical minerals and uranium.
U.S. Trade Representative Katherine Tai asked the International Trade Commission to produce a report on the greenhouse gas emissions in the domestic steel and aluminum sectors, "which will help to inform discussions with the European Union regarding the Global Arrangement on Sustainable Steel and Aluminum."
India made a series of changes to its ITC (HS) 2022 schedule to align with changes made in the Finance Act 2023 and Foreign Trade Policy 2023, the Directorate General of Foreign Trade announced. In a separate notice, the DGFT amended the export policy for rice (basmati and non-basmati) for goods to certain European countries to say that the Certificate of Inspection from the Export Inspection Council or Export Inspection Agency will not be mandatory for six months.
