The Commerce Department published notices in the Jan. 27 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
The Commerce Department issued the final results of the antidumping duty administrative review on polyester staple fiber from China (A-570-905) (here). These final results will be used to set final assessments of AD duties on importers for entries between June 2012 and May 2013.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on laminated woven sacks from China (A-570-918) (here). The agency preliminarily found all nine companies under review did not prove independence from state control, and tentatively assigned them to the China-wide entity with an AD rate of 47.64%.
The Commerce Department issued the final results of the antidumping duty administrative review on multilayered wood flooring from China (A-570-970) (here). These final results will be used to set final assessments of AD duties on importers for entries between June 2012 and May 2013. Commerce determined that Jiheng and Kangtai did not dump subject merchandise during the period of review, so entries from these two companies will not be assessed AD duties for the review period, and future entries from Jiheng and Kangtai will not be subject to AD duty cash deposit requirements until further notice.
The Commerce Department issued the final results of the antidumping duty administrative review on ball bearings and parts thereof from Japan (A-588-804) and the United Kingdom (A-412-801) (here). These final results will be used to set final assessments of AD duties on importers for entries between May 2010 and April 2011. These AD duty orders have been revoked, so entries of ball bearings from Japan and the UK are no longer subject to cash deposit requirements.
The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on tapered roller bearings from China (A-570-601) (here). The new rates will be used to set assessments of AD duties for entries of roller bearings from China between June 2012 and May 2013.
The Commerce Department made a preliminary affirmative antidumping determination that passenger vehicle and light truck tires from China (A-570-016) are being sold in the U.S. at less than fair value. The agency found "critical circumstances" for all "China-wide rate" companies that did not demonstrate independence from state control, and will impose retroactive AD duty cash requirements on entries from those companies effective Oct. 29. For companies that got their own rates, AD duty cash deposit requirements will take effect Jan. 27.
