China Laminated Woven Sacks: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on laminated woven sacks from China (A-570-918) (here). The agency preliminarily found all nine companies under review did not prove independence from state control, and tentatively assigned them to the China-wide entity with an AD rate of 47.64%.

The nine companies under review are: Changle Baodu Plastic Co., Ltd., Shangdong Qikai Plastics Product Co., Ltd., Wenzhou Hotsun Plastics Co., Ltd., Zibo Aifudi Plastic Packaging Co., Ltd., Zibo Linzi Luitong Plastic Fabric Co., Ltd., Zibo Linzi Shuaiqiang Plastics Co., Ltd., Zibo Linzi Qitianli Plastic Fabric Co., Ltd., Zibo Linzi Worun Packing Product Co., Ltd., and Zibo Qigao Plastic Cement Co., Ltd.

If Commerce adopts this finding in its final results, it will set these nine companies' cash deposit rates at 47.64% (effective on the publication date of the final results), and also liquidate any subject merchandise from Kunshan Xinlong entered August 2013 through July 2014 at that rate.

These AD duty rates are only preliminary, and do not change current AD duty rates. For now, the most recent final AD rate calculated for each company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate of 47.64%. The final results of this administrative review are currently due in May.
