The Commerce Department issued the preliminary results of its antidumping duty administrative review on seamless refined copper pipe and tube from China (A-570-964) (here). The agency assigned the single entity under review, the Golden Dragon Group, an AD rate of 5.89%. Any changes to cash deposit rates for Golden Dragon and its affiliates would take effect on the publication date of the final results of this review, currently due in April. In its final results, Commerce will set assessments of AD duties for subject merchandise exported by Golden Dragon and its affiliates with a time of entry between Nov. 1, 2013 and Oct. 31, 2014.
The Commerce Department issued the final results of its antidumping duty administrative review on cut-to-length carbon steel plate from China (A-570-849) (here). Commerce found the only exporter that cooperated with the review, Wuyang Iron & Steel Co, Ltd., had no shipments of subject merchandise to the U.S. during the period under review. As a result, Wuyang's cash deposit rate will not change.
The European Union and Vietnam on Dec. 2 completed negotiations on a new free trade agreement, resolving all issues remaining after a preliminary deal was reached in August (see 1508050022), said the EU in a press release (here). The agreement now heads for legal review and translation, after which it will be presented for ratification, said the EU.

The Commerce Department issued the preliminary results of its antidumping duty administrative review on diamond sawblades and parts thereof from China (A-570-900) (here). In the final results of this review, Commerce will set assessment rates for subject merchandise from companies under review entered November 2013 through October 2014.
The Commerce Department is creating a new exemption for certain bed bases from antidumping duties on wooden bedroom furniture from China (A-570-890), it said in the final results of a changed circumstances review (here). After receiving no comments on the partial revocation since the preliminary results (see 1510080013), Commerce determined that domestic industry has no interest in keeping duties on these bed bases in place, it said. Commerce will add the following language to the scope of duties, effective Dec. 4:
NTIA outlined its preliminary responses to recent recommendations of its Commerce Spectrum Management Advisory Committee, at a CSMAC meeting Wednesday. Sparking the most discussion among members were efforts to develop “quantitative assessments” of spectrum usage and to conduct an ”enforcement” case study. The committee heard from subcommittees working to make new recommendations in May in response to NTIA questions, including on federal access to nonfederal bands (bidirectional sharing), 5G, and possibly extending U.S. spectrum databases internationally.
