CBP created Harmonized System Update (HSU) 2229 on Oct. 31, containing 28,696 ABI records and 4,941 Harmonized Tariff Schedule records. The changes involve 2022 Cotton Fee updates, as well as changes to PGA HTS flagging, it said in a CSMS message.

The Coalition for a Prosperous America, a free-trade-skeptical advocacy group, criticized CBP for issuing a report that said the value of goods that entered under de minimis in the previous fiscal year was $39,876,651,152 (see 2210180031). The group's trade counsel, Charles Benoit, wrote on Oct. 26 that CBP never disclosed a dollar figure before "because CBP does not know the true value for any period of time. They do not know because the majority of de minimis shipments arrive via international mail, and most international mail shipments do not contain electronic data."

Correction: CBP officials said on an Oct. 27 call with industry that the upcoming postal code requirement for Chinese manufacturer IDs would not be required for existing manufacturer IDs, only when a manufacturer ID is created or updated (see 2210270064). The postal code will also be required as a data element on the cargo release for entries with China-origin or a Chinese manufacturer ID, regardless of whether the manufacturer ID is new or existing.
CBP’s Office of Trade plans to prioritize efforts to combat trade-based money laundering in the new fiscal year, Executive Assistant Commissioner AnnMarie Highsmith said in the fall edition of CBP’s “Trade News Snapshot,” released Oct. 27.
