CBP released its March 22 Customs Bulletin (Vol. 51, No. 12) (here). While it does not contain any rulings, it does include recent CBP notices and Court of International Trade opinions. CBP gave notice that it granted "Lever-Rule" protection to Duracell products intended for sale outside the U.S. As a result, CBP will stop importation of the products meant to be sold in countries outside the U.S., known as gray market products.
The U.S. is the country of origin for government procurement purposes of a gearmotor, CBP said in a final determination (here). The imported parts are "substantially transformed as a result of the assembly operations" in the U.S., CBP said.
CBP should make clear if it intends to allow for protest filings at the Centers of Excellence and Expertise to cover multiple ports of entry, the United States Fashion Industry Association said in comments to the agency (here). The USFIA comments were part of CBP's docket on interim regulatory changes for the CEEs (see 1612190014). "Since this is a major change in protest procedures, USFIA suggests that Section 174.12(d) be further amended by adding: 'A protest filed with the Center director may include entries filed at multiple ports of entry,’” the USFIA said. CBP extended a comment period on the interim rules, which went into effect on Jan. 19, to allow for more participation (see 1701260010), though other comments were filed previously (see 1701250019).

CBP released an updated version of its document meant to help importers with submissions of agriculture entry documents, Felicia Nailing, supervisory CBP officer at the Port of New York/Newark, said in a March 20 email. CBP's Tactical Division, Agriculture (AG) Unit updated the document from the version released last year (see 1610250018), she said. The updated version of the form, which is "to be completed by Broker before Submitting Hard Copy Entries," now includes space for vessel and container information.
