CBP posted information on new tariff rate quotas for solar cells and residential washing machines after presidential proclamations instituted safeguard tariffs on the products (see 1801230052). The agency also detailed related changes to the tariff schedule in a separate CSMS message. According to the quota bulletins, new subheadings 9903.45.01 (in-quota washing machines), 9903.45.02 (over quota washing machines), 9903.45.05 (in-quota washing machine parts) and 9903.45.06 (over quota washing machine parts) will be created in chapter 99 to implement the TRQ safeguard on washing machines, and new subheadings 9903.45.21 (in-quota solar cells) and 9903.45.22 (over quota cells) will be created to implement the new TRQ on solar cells.

CBP created Harmonized System Update (HSU) 1801 on Jan. 31, containing 7,864 Automated Broker Interface records and 1,329 harmonized tariff records, it said in a CSMS message. Modifications include changes required under presidential proclamations instituting safeguard tariffs on solar cells and residential washing machines (see 1801230052), CBP said. Some of the changes were effective Jan. 1, while others will be effective Feb. 7, CBP said.
Requests for extensions or closures of Temporary Importation Bonds will be deployed in ACE on Feb. 24, a CBP official said on the agency’s biweekly ACE call with the trade community on Feb. 1. While output records will mostly be affected, CBP will also be putting in a new input record to request the extension or closure, the official said. CBP will set up a daily support call following the deployment, which also includes reconciliation, drawback and liquidation. The call will be available Feb. 26 through March 2 from 2p.m. to 3 p.m., with the call-in number still unannounced. Meanwhile, CBP also is implementing recently imposed safeguard duties on residential washers and solar cells in ACE, effective Feb. 7 (see 1801230052 and 1801240036). New tariff schedule subheadings will be added in Chapter 99, as will a secondary unit of quantity for kilowatt hours in Chapter 85 so CBP can track the quota amount for solar cells and force filers to the high-quota rate once it’s filled.
