CBP posted its fiscal year 2017 textile and apparel enforcement statistics showing that textiles and apparel seized for intellectual property rights (IPR) violations increased from 2016. The value of goods seized for IPR violations fell by about than $4 million dollars, CBP said. The agency visited 145 factories in 10 countries to verify compliance during the year, it said. The agency performed 7,600 cargo examinations and found about 6.4 percent, or 486, to be "discrepant." That percentage is about the same as in FY16. CBP remains unable to provide statistics for fraud penalties because of the use of multiple Priority Trade Issue codes, it said. "The system does not allow for multiple PTI codes and CBP is in the process of addressing this system shortcoming," it said.

The Customs Rulings Online Search System (CROSS) was updated May 11 with 69 rulings. The most recent ruling is dated May 11.
CBP released absolute quota information with quarter year limits on May 14 and will do so typically every Monday, the agency said in a CSMS message. Importers should consult quota bulletin (QB) 18-119 for details on South Korea absolute quota categories. "[A]s of May 11, 2018, one quarterly quota category for the second quarter of 2018 is filled: 9903.80.39," CBP said in QB 118-119. That subheading is for "Blooms, billets and slabs of stainless steel and other products, provided for in subheading 7218.91.00 and 7218.99.00." Currently, absolute quotas apply only to imports of steel from South Korea, though similar quotas will eventually apply to steel and aluminum from Argentina and steel from Brazil (see 1805020037). Other countries may also eventually be subject to quotas.
