CBP released its June 26 Customs Bulletin (Vol. 53, No. 21). While it does not contain any customs rulings, it contains CBP general notices and Court of International Trade opinions.
CBP created Harmonized System Update (HSU) 1912 on June 26, containing 994 Automated Broker Interface records and 239 Harmonized Tariff Schedule record, it said in a CSMS message. The update includes adjustments related to the expanded World Trade Organization Information Technology Agreement (see 1607010056 and 1607050003). Modifications required by the verification of the 2019 HTS are included as well.
CBP is planning to start a new pilot program related to e-commerce alongside the long-planned pilot for a new entry type for low-value shipments, said Laurie Dempsey, director of the intellectual property rights and e-commerce division at CBP. There's a "new pilot in the works related specifically to e-commerce," she said. "I don't have a lot of details to share with you at this point, but that also is taking a look at data in the e-commerce space and there will also be a Federal Register notice published around the same time as the Type 86," she said. Dempsey spoke June 27 while at the American Association of Exporters and Importers Annual Conference in Washington.
Mark Morgan, acting director of ICE since May, will become the acting commissioner at CBP, Acting Department of Homeland Security Secretary Kevin McAleenan said in a June 27 news release. Morgan's formal position will be CBP "Chief Operating Officer and Senior Official Performing the Duties of the Commissioner," Homeland Security said. Acting CBP Commissioner John Sanders, who was also COO of the agency, recently resigned from his post, effective July 5 (see 1906250028). ICE Deputy Director Matthew Albence will take over as acting director, McAleenan said.

CBP stopped and seized 3,942 tires from China on June 13 due to non-compliance with National Highway Traffic Safety Administration standards, the agency said in a June 26 news release. "The tires lacked markings that convey important safety and use information for consumers, as well as brand identification that can be used in the event of a recall," CBP said. "The tires, which are described as trailer or mobile home tires, were consigned to a business in Van, Texas, and destined to a business in Butler, P[ennsylvani]a."
CBP has assessed about $27.8 billion in duties under the major trade remedies started during the Trump administration as of June 19, according to CBP's trade statistics page. That includes $19.3 billion in duties from the Section 301 tariffs on goods from China. The first tranche of Section 301 tariffs took effect on July 6, 2018 (see 1807050033); the second took effect on Aug. 23, 2018 (see 1808070046); and the third, on Sept. 24, 2018 (see 1809240015). CBP also has assessed about $5.8 billion under the Section 232 tariffs on steel and $1.8 billion under tariffs on aluminum. The Section 201 trade remedies on washing machines and solar cells (see 1801230052), imposed Jan. 23, 2018, account for $857.7 million in assessed tariffs.
