As CBP’s work on Air Cargo Advance Screening enters into its rulemaking phase, trade officials gave their final recommendations on the program during the May 22 meeting of the Advisory Committee on Commercial Operations (COAC) in Miami. In its final update, the COAC Supply Chain Committee’s ACAS working group urged the alignment of work between CBP and the Transportation Security Administration (TSA) on the program, as well as international harmonization of similar projects.

The Port of New York/New Jersey quarterly agriculture stakeholders meeting at 10 a.m. on June 5 will include the following agenda items, according to an informational pipeline: agriculture processing times, reimbursable overtime policy and use, equipment issues, gen-sets and chassis, entry documents submitted to the business service center and open dialogue. The meeting will be in Rm. 401, 100 Raymond Blvd., Newark, N.J.
CBP named Augustine Moore as acting executive director of cargo and conveyance security in the Office of Field Operations, said Maria Luisa Boyce, CBP senior advisor for Private Sector Engagement, during the May 22 Advisory Committee on Commercial Operations meeting. Moore previously was the head of the Base Metal Center of Excellence and Expertise in Chicago.
CBP and the Food and Drug Administration will revive work within the Advisory Committee on Commercial Operations (COAC) through a new project aimed at improving data quality, CBP Commissioner Gil Kerlikowske said during the May 22 COAC meeting. The group will aim to improve communication, so that "when restrictions are placed on certain commodities coming in that are impacted by FDA regulations, that we work and we look at how we can move more expeditiously," he said. Kerlikowske also said a Federal Register notice to initiate the Trusted Trader pilot program should come soon and is now on his desk for signature. The pilot would combine Customs-Trade Partnership Against Terrorism with Importer Self-Assessment .

The Importer Security Filing (ISF) reports for the month of May 2014 are now available in the Automated Commercial Environment Portal, said CBP in a CSMS message. The reports were expected to be posted to the ACE Portal the week of May 16, CBP said previously (see 14051226).
CBP will adopt as final interim regulations, including a number of changes, that reflect Treasury Department Decisions and legislation affecting eligibility for African Growth and Opportunity Act (AGOA) preferential treatment, the agency said in a notice. The final rules include a number of regulatory changes meant to "reflect and clarify the statutory standards for preferential tariff treatment under the AGOA," said CBP.

CBP New York/New Jersey will hold a seminar on "Steel Identification, Classification and Trade Law" on July 16-17, it said in an information pipeline. The seminar, which will include presentations from technical, commercial and legal experts from the industry, is meant to "enhance the knowledge level of steel importations" for government officials and customs brokers, it said. Registration is required. The seminar will be at CBP at 11 Raymond Blvd., Newark, New Jersey.
