Customs Rulings Online Search System (CROSS) was updated May 30 with 119 rulings, bringing the total number of searchable rulings to 182,248. The most recent ruling is dated 05/28/14.
CBP is extending the comment period to July 3 for an existing information collection for notices of detention. CBP proposes to extend the expiration date of this information collection with no change to the burden hours.
CBP is requesting comments by Aug. 4 on an existing information collection on the Dominican Republic-Central America-United States Free Trade Agreement (DR-CAFTA) regulations. CBP proposes to extend the expiration date of this information collection with a change to the burden hours. The estimated number of responses was lowered from 3,000 to 2,400.
CBP released a set of new Frequently Asked Questions (FAQs) that will be added on to the agency's FAQs on Importer Security Filing (ISF). The FAQs, which outline CBP's revised enforcement strategy, were previously circulated among the private sector (see 14052312). CBP recently issued a guidance to the ports calling for three warnings from a port before issuing liquidated damages for ISF non-compliance (see 14052106).
CBP's Los Angeles Office of Field Operations added a "more stringent description requirement" to its guidelines for the preparation of CBP Form 7512s, it said in a public bulletin. The guidelines now call for in-bond documents for cargo arriving by truck to be submitted to the port closest to the warehouse where the freight is located, it said. Also, the entry/entry summary should be submitted to the port of entry, it said. In-bond movements allow cargo to be entered at one U.S. port of entry without appraisement or payment of duties and transported by a bonded carrier to another U.S. port of entry provided all statutory and regulatory conditions are met. At the destination port, the merchandise is officially entered into the commerce of the U.S. and duties paid, or, the merchandise is exported.

CBP intends to distribute assessed antidumping or countervailing duties for fiscal year 2014 under Continued Dumping and Subsidy Offset Act of 2000 (CDSOA), it said in a notice. Certifications to obtain a continued dumping and subsidy offset under a particular AD/CV order or finding must be received by Aug. 1.
