Labor and human rights groups recently requested CBP issue a withhold release order banning importation of all cotton from Turkmenistan because it is allegedly produced by forced labor. In their April 6 petition (here), the Netherlands-based Alternative Turkmenistan News and the International Labor Rights Forum allege all raw cotton in Turkmenistan is produced under a government monopoly that forces Turkmen citizens to grow and harvest cotton under threat of penalty. The withhold release order should apply to “cotton lint, yarn, fabric and cotton goods from Turkmenistan,” they said. The petition also asked for immediate detention of all cotton products from Turkmenistan while CBP considers the request.

CBP said it created Harmonized System Update (HSU) 1602 on April 5, containing 11,308 ABI records and 2,091 harmonized tariff records. Modifications include the addition of PGA indicators, said CBP (here). Adjustments required for the verification of the 2016 Harmonized Tariff Schedule are also included, CBP said in a CSMS message. CBP and the Department of Homeland Security Science and Technology Directorate scheduled a meeting in Silicon Valley with technology startups and investors, said CBP in a news release (here). The April 29 meeting is hoped to help "strengthen partnerships" and open discussions about some of DHS' challenges, said DHS Under Secretary for Science and Technology Dr. Reginald Brothers. "The agencies hope to "accelerate the transition of start-of-the-art technology into use by DHS and other users" through "events like this, and funding early stage commercial solutions," said CBP.
