The importer of record database required under the customs reauthorization law (see 1602170074) won't require new regulations beforehand, said a CBP spokeswoman. "Section 114 requires the Secretary of Homeland Security to establish an importer of record program to assign and maintain importer of record numbers no later than 180 days after the date of enactment of the Act," she said. "This section does not require regulations." A CBP official recently said the agency's update to Form 5106 will largely be sufficient to meet requirements under the law (see 1605260009).
CBP intends to distribute assessed antidumping or countervailing duties for fiscal year 2016 under Continued Dumping and Subsidy Offset Act of 2000 (CDSOA), it said in a notice (here). Certifications to obtain a continued dumping and subsidy offset under a particular AD/CV order or finding must be received by Aug. 1.

CBP is seeking comments by July 25 on an existing information collection for NAFTA forms. CBP proposes (here) to extend the expiration date of this information collection with a change to the burden hours, but not the information collected.
CBP plans to hold the East Coast Trade Symposium Oct. 6-7 in the Washington area, said Maria Luisa Boyce, CBP’s senior advisor for trade engagement on May 25 at the West Coast Trade Symposium in Phoenix.
PHOENIX -- CBP will establish a five year plan meant to "sharpen expertise" at the agency, said Brenda Smith, executive assistant commissioner of CBP’s Office of Trade while speaking at the West Coast Trade Symposium on May 25. The plan is a response to retiring specialists within the agency as well as an ongoing modernization at CBP, she said. CBP will use a combination of virtual training, in-person courses, rotation "within CBP and other government agencies," and more interaction with industry, said Smith.
