Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP Selects Santa Cruz Port Authority for First Donation Acceptance Program

CBP chose a proposal from the Greater Nogales Santa Cruz County Port Authority to upgrade refrigerated space as the first selection under the agency's Donation Acceptance Program, CBP said in an emailed news release. "The Greater Nogales Santa Cruz County Port Authority proposed upgrading existing air conditioned dock space at the Nogales West Land Port of Entry (LPOE) to food safety certified refrigerated space," it said. "The Nogales West LPOE processes more fresh produce than any other LPOE along the U.S.-Mexico border. The proposed upgrades seek to support the region’s growing produce industry by improving CBP’s ability to safely handle and inspect seafood, berries, avocados and other temperature-sensitive commodities." The donation program allows CBP and the General Services Administration to accept donations for port improvements (see 1410210015). “The Port Authority’s proposal is expected to greatly benefit the Arizona-Mexico trade corridor and the vast network of growers and shippers who rely on our ports of entry to deliver high-quality produce to the United States,” said Office of Field Operations Executive Assistant Commissioner Todd Owen.

CBP Offers Single Window Overview to WCO Members

CBP provided a review of lessons learned in establishing a national Single Window for customs filing to World Customs Organization members on Oct. 11 in Brussels, the WCO said (here). "This event was well attended and Members expressed great appreciation for the opportunity to hear firsthand the obstacles and realities," it said. The CBP event occurred during a WCO Trade Facilitation Agreement Working Group meeting. During the meeting, Ana Hinojosa, WCO director-compliance and facilitation, "reminded delegates that the increasing number of countries ratifying the" World Trade Organization TFA brings implementation closer to reality and that the WCO remains "committed to the trade facilitation agenda and would continue the cooperation with all stakeholders to support the implementation of trade facilitation measures."

DHS Seeks Comment on Regulations Needing Revisions

The Department of Homeland Security (DHS) requested public input on "specific existing significant DHS rules that the Department should consider as candidates for modification, streamlining, expansion, or repeal," the agency said in a notice (here). DHS, which includes CBP and ICE, is working to "ensure that DHS satisfies its statutory obligations and achieves its regulatory objectives without imposing unwarranted costs." Since 2011, DHS seeks comment on the need for regulatory changes every three years. The agency also publishes a progress report twice a year giving status updates on regulations under retrospective review, it said. The most recent status report is (here). Comments are due Nov. 10.

CBP Issues Harmonized System Update With 4,489 ABI Records, 1,613 Harmonized Tariff Records

CBP said it created Harmonized System Update (HSU) 1613 on Oct. 4, containing 4,489 ABI records and 1,613 harmonized tariff records (here). Modifications include changes to the steel LPC code. Modifications include those mandated by the Agricultural Marketing Service, adjusting the assessment on imported cotton and cotton products. Participating Government Agency (PGA) indicators were also updated, and adjustments required by the verification of the 2016 Harmonized Tariff Schedule (HTS) are included as well.
