CBP outlined its recent enforcement work related to antidumping and countervailing duties in an AD/CVD Update for August and September (here). CBP noted a visit to a Georgia facility owned by Tara Materials that makes artist canvases to discuss the industry. "Specific discussions between Tara lab chemists and CBP focused on testing procedures for determining country of origin," CBP said. "CBP officials clarified the entry and enforcement processes for Tara staff." Tara is a petitioner in an AD duty order on canvases from China. CBP also mentioned a recent Government Accountability Office report on unpaid AD/CV duties (see 1608170014) and new regulations for AD/CV duty evasion enforcement at CBP (see 1608190014).
CBP will update the ACE AESDirect application on Oct. 18, it said in a CSMS message (here). Among the updates are changes to viewing in the Shipment Manager and the ability to enter required Partner Government Agency data through the commodity line, it said. CBP and the U.S. Census Bureau also created a document highlighting numerous changes (here).

Steve Hilsen, previously acting director in CBP's Trade Measures Division, is now deputy executive director of Commercial Targeting and Enforcement, according to CBP's personnel list (here). Amy Strauss is now acting director of the Trade Measures Division.
